If all the cells in the body change, then how do the externally imprinted tattoos stay on?

Hare krishna prabhuji  I just read your nice article “Has science disproved the Bhagavad-gita?”   One doubt that occurred to me  many years ago when I read Sadaputa Prabhu’s (I consider him one of my most revered heroes in my life) similar article is since all the cells of our body specially skin etc keep changing how come the tattoos (or some special injuries ) people have can remain up to death do those cells not change ? Since Tattoos cannot probably cause any genetic mutations in the cells (in which case they might be able to transfer it to the new cells  but that could be dangerous for the person and tattoos could become carcinogenic) Tattooing involves the placement of pigment into the skin’s dermis, the layer of connective tissue underlying the epidermis. How do the cells when replicating transfer their information to the new skin cell to maintain the same color without mutating ? Atheists might use this as an example to prove that even though neurons keep changing they can transmit information to the new cells before dying in a similar way.
