Is the face the index of the mind?

Pr this question was asked by someone to me that face is the index of mind it means when your mind controlled your automatically blissful and the best to control mind by krsna consciousness like chanting etc. But we see this bollywood and Hollywood personalities from their face blissfull and charming without any krsna consciousness  why it Is so?
