Who escorts the souls who are not escorted by either Yamadutas or Vishnudutas?

If a soul needs to be punished in hell, then Yamaraj comes to take the soul at the time of death. If a soul needs to be taken back to the Spiritual World, then Vishnu Dutas will come and take the soul back. Who will come to take a Soul who need not to go to hell and may just need to transmigrate to  any of the 8.4 million species?
